On September 10, 2009, Foreign Ministry Spokesperson Jiang Yu held a regular press conference and answered questions on 2009 Summer Davos, the Iranian nuclear issue and etc.

Jiang Yu: Good afternoon, ladies and gentlemen. The floor is open for questions.

Q: The 2009 Summer Davos opens today. Could you brief us on the attending parties? Separately, Iran presented a new package of proposals on September 9. Have you received it? If so, what's your reaction?

A: The third Summer Davos Forum opens this afternoon in Dalian city. Premier Wen Jiabao will attend and address the opening ceremony. Around 1500 representatives from over 80 countries and regions will be present, including leaders from eight countries: President of Latvia, Prime Minister of Macedonia, Senior Minister of Singapore, Deputy Prime Minister of Vietnam, Vice Prime Minister of Ukraine, Deputy Prime Minister of Serbia, Deputy Prime Minister of Mauritius and Deputy Prime Minister of Zimbabwe. With the theme of "Relaunching Growth", the forum will discuss effective measures to revitalize economy. We hope the forum could send a stronger signal for international cooperation to address financial crisis and rejuvenate economy.

On your second question, we have just received Iran's new package of proposals and are studying it. China believes that under the current circumstances, it is imperative for relevant parties to step up diplomatic efforts and resume talks as soon as possible so as to seek for a comprehensive, long-term and proper settlement of the Iranian nuclear issue through negotiation.

Q: Reports say the "needle attack" in Urumqi is all of a terrorist plot. What evidence do you have?

A: The local government has released plenty of information. Competent authorities will deal with the case according to law. If you are interested in the specifics, please refer to competent authorities. It's not difficult to find answers if you follow closely. I'm sure you are good at collecting information.

Q: A military plane flying from the United Arab Emirates (UAE) to China was detained on September 6 by India, where it stopped for refueling. The Indian Foreign Ministry is reportedly to have promised to release the plane shortly, but that has not happened yet. Do you have any response?

A: As we understand, this is a technical issue between the UAE and India. I suggest you refer it to the UAE.

Q: Three Chinese Muslims who have been imprisoned in Guantanamo have agreed to be released to Palau instead of being sent back to China. Do you have any comments?

A: Our position on this issue is consistent and clear. We firmly oppose any country receiving these Chinese terrorist suspects, who should be repatriated to China immediately.

Q: Indian media have recently made a big fuss about the Chinese border patrols crossing into Indian territory. Does that mean the 13th China-India Boundary Talks that were held last month did not produce any substantive result?

A: On your first question, we have responded to the question on various occasions. I believe you've also taken note of the response by the Ministry of Defense.

China and India have held 13 rounds of boundary talks with positive progress being achieved. During the 13th China-India Boundary Talks, the two sides agreed to seek for a fair, reasonable and mutually acceptable solution according to the Agreement on Political Parameters and Guiding Principles for the Settlement of the China-India Boundary Question. Prior to a final settlement, the two sides should make joint efforts to safeguard peace and tranquility along the border and not allow the issue to affect the overall interest of bilateral relations.

Q: The leader of the African Union is visiting China. Did he meet with China's Special Representative on the Darfur Issue? If so, could you brief us on what they discussed? Secondly, is there any news on the date for the upcoming tripartite meeting among China, Japan and the ROK?

A: The date for the China-Japan-ROK Leaders' Meeting is still under coordination. Information will be released when it is fixed.

As for whether Chairperson Jean Ping of the African Union would meet with Ambassador Liu Guijin during his visit to China, there is no such arrangement so far.
