NEWSLETTER ON WUHAN'S NOTIFICATION ON REVISING NUMBERS OF CONFIRMED COVID-19 CASES AND DEATHS

FRIDAY, APRIL 17, 2020, PORT OF SPAIN, TRINIDAD AND TOBAGO - China continues to contain the spread of the COVID-19 virus within its borders, and to provide updates and revised statistics in a timely fashion. China's efforts are not only to ensure that the country returns to normalcy as soon as safely possible, but also to assist the rest of the world through reliable data in order to track, and eventually defeat, this disease.

 

Demonstrating this commitment, the Wuhan Municipal Headquarters for the COVID-19 epidemic prevention and control on Friday issued a notification updating the numbers of confirmed COVID-19 cases and fatalities in the city.

 

The total number of confirmed COVID-19 cases in Wuhan has been revised slightly upwards to 50,333, which represents just 325 more cases than the initial figure. However, the number of fatalities has now risen to 3,869, which is 1,290 more than initial estimates.

 

The discrepancies in the initial figures were due to the following factors:

        (1) The surging number of patients at the early stage of the epidemic overwhelmed medical resources and the admission capacity of medical institutions. As a result, some patients died at home without having been treated in hospitals.

        (2) Due to the initial spike in cases, all hospitals were operating beyond their capacities and medical staff were focused on saving and treating patients. This resulting in belated, missed and mistaken reporting.

        (3) A few medical institutions were not linked to the epidemic information network and did not report their data in time. This was due to the urgent need to increase bed numbers, which was handled by designating more hospitals to treat COVID-19 patients, including those administered by ministries, Hubei Province, Wuhan city and its districts, those affiliated to companies, as well as private hospitals and makeshift hospitals.

        (4) The registered information of some of the deceased patients was incomplete, hence leading to repetitions and mistakes in the reporting.

 

To ensure that the information on the city's COVID-19 epidemic is open, transparent and the data are accurate, the Wuhan Municipal Headquarters established a group for epidemic-related data and epidemiological investigations which is tasked with ensuring that the information on the city's COVID-19 epidemic is open, transparent, and accurate.

 

Now that the epidemiological spike has passed in Wuhan, the municipal authorities for health, disease control, public security, civil affairs, judicial affairs and statistics have been able to pool their efforts to remove double-counted cases and to fill in missed cases.  This has been accomplished by comparing the case information in the Wuhan municipal COVID-19 system, the municipal funeral service system, the municipal hospital authority's COVID-19 information system, and the municipal novel coronavirus nucleic acid test system.

 

In order to document every COVID-19 case, the authorities have worked assiduously to collect full information from all epidemic-related locations. They have also collected full personal information on all COVID-19 cases, screened and verified every case with health institutions, communities and neighbourhoods, primary-level police stations, employers and families of COVID-19 patients.

 

Life and people are what matter most. Every life lost in the epidemic is not only a loss to a family, but also grief for the city. The Embassy's sincere condolences go to the families of those who died in the COVID-19 epidemic. We also express our deep sorrow to the compatriots and medical workers who have lost their lives doing their good work.

 

China will continue to fight COVID-19 in a responsible and transparent manner and cooperate with the international community including Trinidad and Tobago with the aim to winning the war against COVID-19.
